INTRODUCTION
to
CHINESE NATIONAL
ASSOCIATION OF
GENERAL CONTRACTORS
(CNAGC)
(1) The History of
CNAGC
The Beginning and Inauguration
CNAGC was established and constituted
in Nanking, the Capital City of then Republic of China,, in the year of
1947. Its membership is composed of each and every Contractor Associations
of Regions or Districts all over the Republic of China.
Reactivated in Taiwan
CNAGC moved to Taiwan with the
Government in 1949 and reactivated in 1951 in accordance to the letter of
approval No. Nei Shen 6591 issued by Ministry of Interior.
Re-organization
The Ministry of Interior, in order to
strengthen functions of all Industrial Organizations, promulgated Provisions
for Election of Directors and supervisor to fill the vacancies in the
National professional Associations in November 1984, CNAGC accordingly
proceeded to re-organize the Association for strengthening its legal
standing and uplifting its organizational functions.
(2) The organization
and membership of CNAGC
Originally, CNAGC was composed of
more than thirty Member Associations, In Taiwan, TRECA was the only Member
Association remained its jurisdiction and been working closely and
co-operatively.
In July, 2003, the first
meeting of the 6th General Assembly of CNAGC elected 7 Executive
Directors, 14
Directors, and 5 Supervisors. The meeting also elected 7 Alternative
Directors,
and 2 Alternative Supervisors. Mr. Hwang-Ming Chen was elected as
Chairman of CNAGC. Mr. Pan, also is the Chairman or TRECA, is under the
tongue of good
reputation who has accomplished a great deal of good works for the
country.
Every Directors and Supervisors are all outstanding leaders in the
construction
industry and have contributed greatly to the social welfare, to the
local
construction field, and to this Association.

(3) The Objectives and
Purposes of CNAGC
CNAGC's objectives and purposes
are to enhance the progress of the Construction Industry and to promote the
common interests and welfare of the Fellow Contractors.
Since 1956, CNAGC, together with
other International Fellow Contractors' Associations, met to organize and
founded the international Federation of Asian and Western Pacific Contractors'
Associations (IFAWPCA) which is composed of 14 Member Nations at Present. Till
now, twenty eight Convention have been held since then. CNAGC was always
represented by an organized Delegation to attend every Convention, and also
attended all of its Mid0term Board Meetings. This international body shall be of
great help us in the international fellowship with our friendly nations, in the
enhancement of people-to-people relations, and in the development of
international construction projects as well as in obtaining support for CNAGC to
host international meeting in ROC.
(4) Forward Direction
To request the Government to
amend relative law and ordinances to broaden the pre-qualification requirement
of contractors to participate biddings, enabling private sectors in the
construction industry to do the major jobs and participate international
biddings in order to assist the private sectors may set forth their positions
internationally.
To ask the Government and the
concerned organizations for assistance to solve the problem of shortage of labor
force in the construction industry, and control the price of construction
materials.
To work on a draft of Contractors
Law for the consideration and approval of the Government, and expedite to
accomplish the legislative procedure in a short period.
To organize Delegations
representing this country in the participation of each and every IFAWPCA
Conventions and other international meetings.
To strengthen the service and
solve problems and disputes for members.
